What is Proposition 45?

This Prop, that will be on the November ballot, seeks to overhaul some of California's controvertial environmental laws that have hamstrung building and development over the years. 

It has already garnered support from 73% of likely voters, according to polling. 

I have spoken to many developers over the years that say the cost and time to build residential properties in California does not make financial sense for them because of environmental and building regulations. This has partially lead to the affordability crisis in California, and Prop 45 could be a partial solution. 

The stated purpose of the proposition is to “make California more affordable by streamlining and speeding approval of essential projects.” These projects include housing of all types, reservoirs/water desalination plants, roads/bridges/transit, among others. 

It would change the current law by setting a 365-day limit on environmental reviews and require courts to rule within 270 days on lawsuits related to the environmental act. This is to speed up the process of development. 

Opponents argue the deadlines would weaken public oversight and environmental protections.
